Local winners are Ricardo Robles, who developed a Web site, "The Hour of Power," that celebrated black history. Arsenia Longoria, Alexis Rodriguez, Celina Chavez, Alex Zack and Ivylize Valdillez, of the Roy Drachman Clubhouse, 5901 S.
