IS THAT old Prussia taking shape again? A negotiated merger between Germany's state of Brandenburg and the city state of Berlin might suggest so. Through history, Germany has never remained in the same form for long; and map makers will be pleased to hear that unification has not ended the process.
Economic efficiency is the reason advanced for re-creating the hub of what was once Prussia. There may be more to it than that. No one really expects a rekindling of Bismarck's territorial ambitions, but the merger does hark back.
