DURBAN, South Africa--Historians say that every nation has a great, defining moment in its history--a moment that changes it forever. Such a moment will almost certainly come this week for the racially troubled nation of South Africa. On April 26-28, for the first time, South Africa's black majority will be able to vote in a national election.
When blacks go to the polls this Tuesday they will do more than cast a ballot. They will change history. Never before have they been able to vote for their country's leaders. Not since the first white settlers came to what is now South Africa in the 1600s have blacks had an equal voice with whites in governing the country.
