All administrations routinely employ the machinery of government for political advantage by such means as timing announcements to benefit supporters or awarding ambassadorships to big contributors.

As with much else, former White House political adviser Karl Rove took these traditional practices to a new level. The independent U.S. Office of Special Counsel must investigate whether Rove made agencies of the U.S. government act as arms of the Republican Party, possibly in violation of the Hatch Act.
