East Harlem renters march, rip landlords and city.

Sep. 2--To most renters in New York, $1,100 a month for a two-bedroom apartment in Manhattan is a steal in any condition. But to Otoniel Santiago, an East Harlem restaurant worker, it's a ripoff.

"The landlord never makes repairs, and they add false charges to my rental bill," said Santiago, 29. "When an appliance breaks, they replace it with something used."

Such practices and other abuses are part of a pattern to force low-income folks out of East Harlem, one of the city's last remaining affordable neighborhoods, residents said.
