That's a lot of money. What's the catch?

We'd have to clean up the Great Lakes. Fix the ailing ecology. Improve wastewater treatment systems.

That's the finding of a Brookings Institution analysis, reported today in a Page 1 Associated Press story. It's particularly significant because pollution cleanup efforts typically are considered costly ventures -- not ones that generate revenue.

Not that this effort would be free. Brookings estimates the cost would be $26 billion. ...
