An ongoing revision to the five-year old National Strategy for Homeland Security will include the need to go on the offensive in helping to defeat terrorists as part of the nation's layered approach to defending the homeland, a White House official said earlier this week.
"There are offensive components to homeland security and there are defensive components to homeland security," Joel Bagnal, deputy assistant to the president for homeland security, said at a National Defense Industrial Association conference on Homeland Security.
