Sep. 10--In and around Buffalo, everybody who had influence took a bite of the goose. And it left the most vulnerable in the core community with not much more than brittle bones.

The Census Bureau says Buffalo now has the second-highest proportion of poor among the nation's large cities. Here's what those with power got:

--Public employee unions, and lately the bargaining agents for the hospital workers, imposed prodigious taxes on the remaining private- sector employers -- discouraging expansion and new investment and jobs.
