Sep. 11--WASHINGTON -- The number of U.S. troops in Iraq would drop by about 30,000 to its "pre-surge" level by the middle of next year under a plan that the top U.S. commander in the war presented Monday to Congress.
Delivering a longawaited assessment of a conflict now in its fifth year, Gen. David H. Petraeus said the surge -- which added 30,000 in Iraq earlier this year -- was working, meaning the military could begin bringing troops home as soon as this month.
