Sep. 11--WASHINGTON -- The top U.S. commander in Iraq said 30,000 troops could come home by next summer but declined to commit to further withdrawals, in testimony Monday largely praised by Republicans but panned by several Democrats.

"I believe that we will be able to reduce our forces to the pre-surge level of brigade combat teams by next summer without jeopardizing the security gains that we have fought so hard to achieve," Gen. David Petraeus told the House Armed Services and Foreign Relations committees.
