Sep. 13--Editor's note: This column was published first in September 1999, on the 38th anniversary of Hurricane Carla's rampage across the Texas Coastal Bend. It has now been 46 years since that tragedy, and I felt it was time to print this story again, with the proper updates. I would have published it on the actual Sept. 11 anniversary, but in view of the enormity of the terrorist attacks on that day in 2001, I decided to delay this column.
