SEOUL, Sept 13 Asia Pulse - North Korea and Japan held working-level talks in Mongolia from September 5 to 6, but failed to achieve a breakthrough in talks on normalizing relations, with both sides reiterating their existing positions on the kidnapping of Japanese citizens by North Korean agents decades ago. However, they agreed in principle to continue their dialogue to find common ground for the thorny issues preventing the countries from reaching normal diplomatic relations.
