For the countries of Central Europe connected to the Druzhba pipeline that runs thousands of kilometers from West Siberia, the era of cheap and abundant Russian oil is finally coming to an end. As Russia expands the Primorsk terminal and aims to boost domestic refining capacity, the flow of crude through the Druzhba line is starting to shrink tangibly for the first time since the break-up of the Soviet Union in 1991. Faced with this new reality, the Central Europeans are executing plans to lock in alternative sources of supply that are several dollars per barrel more expensive.
