On the border between Tanzania and Burundi, near the Tanzanian town of Kibondo, sits a vast--and at the moment empty--refugee camp. If pressed into service, it will hold 250,000 Burundians. "From the air, it looks like a new subdivision, complete with garden plots and access roads," said Jonathan Frerichs, communications director of New York-based Lutheran World Relief. "We're ready this time," Frerichs said of the international aid groups.
