RICHARD GOLDSTONE has been as good as his word. The chief prosecutor for the United Nations tribunal for war crimes in ex- Yugoslavia had said he would "indict anybody on the political and military ladder", including those at the top. On April 24th, he named Radovan Karadzic, the leader of the Bosnian Serbs, and Ratko Mladic, the commander of the Bosnian Serb army, as suspected war criminals. Technically, Mr Goldstone is asking the Bosnian government not to pursue its own trials of Mr Karadzic and General Mladic: Mr Goldstone intends to do that job himself in the tribunal's own courts in The Hague.
