PLANS for a lavish EU-African summit were in turmoil last night over adecision to invite Robert Mugabe.
Gordon Brown threatened to boycott the meeting if the Zimbabwe tyrant iswelcomed.
And African leaders in their turn threatened to snub the talks, to be held inPortugal in December, if the dictator is barred from travelling there.
Portuguese diplomats defended the decision to invite Mugabe on the grounds thathe was considered a 'freedom fighter' against British rule.
