Sep. 21--STOCKTON -- Stockton's permit center -- which reviews requests to build everything from patio covers to homes and restaurants -- is understaffed, and both developers and city staff said projects have been delayed as a result, a consultant Thursday reported.
In a report to the City Council development and planning committee, Sacramento's Lucy & Co. said some city employees acknowledged "plans were lost and that in some cases, internal staff was not aware of which plan checker was assigned to the case." A lack of training and technology frustrated both employees and developers, Lucy found.
