Sep. 23--Palm Beach County is making a major change in the way it awards government construction contracts, moving away from competitive bidding on a job-by-job basis and instead steering long-standing contracts to a few major firms.
This summer, county commissioners decided to expand a concept called "continuing services contracts," in which the county picks a few preferred companies to serve as construction managers on large-scale projects.
