DRESDEN, Germany - Officials in this historic eastern German city don't believe Advanced Micro Devices Inc. has made its final decision about where to build its next computer chip factory.
That would be news to business and political leaders in the Capital Region, who think it's just a matter of time before AMD moves ahead with a $3.2 billion chip "fab" planned for the Luther Forest Technology Campus in Malta.
Despite all that New York state is offering AMD - a $1.2 billion package that includes $650 million in cash - Dresden has a powerful case to make because it has the heart of AMD's ...
