Sep. 24--It was a case of the perfect storm, when circumstances clicked just right and all the pieces fell into place.
The prestigious Fulbright Scholar Program, which sends scholars and professionals around the globe to share knowledge with their foreign counterparts, was looking for someone to send to Uruguay to help develop an organic agriculture program.
Coincidentally, Paul R. Hepperly of Kutztown just happened to have spent the past five years directing research and training at the Rodale Institute in Maxatawny Township, one of the nation's leaders in organic agriculture research.
