Sep. 23--Presidential candidate Sen. Hillary Clinton, D-N.Y., unveiled her health care strategy last week, begging comparisons to the ill-fated 1993 reform effort she fronted as first lady. Her new proposal, like those of several other candidates, calls for using tax breaks and subsidies to help people buy health insurance.

Bart McMullan, president of Oregon's largest health plan, Regence BlueCross BlueShield of Oregon, says politicians are ignoring root causes of the health care mess. He worries that superficial reforms could make things worse, as he made clear in the following interview, edited for brevity:
