EDITORIAL: Valuable winds blow on federal land: New U.S. Forest Service rules for wind farms should clarify process and provide better protections.(Editorial)

Sep. 25--Developers in Highland County aren't the only people thinking about wind power these days. The U.S. Forest Service on Monday released an outline of new rules for wind farms in national forests. The clarification is welcome.

The Forest Service manages 193 million acres for Americans, 1.6 million of them in Virginia's George Washington and Jefferson National Forests. Many of the trees visible on mountains north of the New River and Roanoke valleys are part of those tracts.

Some people view the forests as parkland sanctuaries whose sole purpose is to provide recreational, scenic and environmental resources. That conception captures only some of the Forest ...
