Marthinus van Schalkwyk, South Africa's environment tourism minister, yesterday urged a UN summit on climate change to come up with a new global agreement to curb global warming when the Kyoto treaty expires in 2012.
"We have to reach agreement by the end of 2009 on a fair, effective, flexible and inclusive framework that builds on the existing climate regime," Van Schalkwyk said. Nations must also find a way towards "common, but differentiated responsibilities."
"When we meet in Bali" at a UN convention at end of December, "we must agree to a roadmap for negotiations for the next two years," the minister said.
