Oct. 1--A decades-old Pennsylvania law continues to prevent prescription drugs from being sold below cost, which means state residents can't fully benefit from drug discounts offered by Wal-Mart.

State officials, including Gov. Ed Rendell's office, have known about the issue for nearly a year, since Wal-Mart first started selling the inexpensive drugs statewide. The law has prevented some, but not all, of Wal-Mart's $4 drugs from being sold at that cost.

A bill that would change the law remains stuck in committee, a situation that confounds a prime sponsor.
