Oct. 1--WASHINGTON -- Rep. John M. McHugh still has a sour taste from General Motors' decision to close its plant in Massena, and he has introduced legislation to make such announcements a bit less shocking in the future.
Mr. McHugh, R-Pierrepont Manor, aims to require companies to give state and federal officials at least 90 days notice of any plan for major layoffs or plant closures. Advance notice would give officials time to pull together retraining programs and other assistance available to idled workers, the congressman said.
