Sides differ on how to handle NYPA millions, megawatts.

Oct. 1--Detractors say the St. Lawrence River Valley Redevelopment Agency will be redundant.

The St. Lawrence County Industrial Development Agency is a more suitable economic development engine to handle $16 million and 20 megawatts of power, they say.

The IDA has no stance, but two members sharply disagree.

Vice Chairman Ernest J. LaBaff supports having the New York Power Authority turn over the money and power to a county agency, but he questions putting it in the hands of a group tipped toward four towns.
