Oct. 1--Since Attorney General Edmund G. "Jerry" Brown filed a lawsuit against San Bernardino County in April for not including global-warming impacts in its March general plan update, media and activists have focused attention on the county.
But 2nd District Supervisor Paul Biane and county spokesman David Wert have said that cities have the most control over global warming, not the county.
Brown's lawsuit was based on the county having jurisdiction over all land, but "the fact of the matter is the county has no power in the cities," Wert said.
Nonetheless, the county has 30 months from the settlement date to incorporate global warming ...
