Oct. 2--As Los Angeles County considers relaxing the rules allowing mixed-use developments in unincorporated commercial areas, the planning department is being picky about projects selected for fast-tracked approval -- no circuses, marijuana dispensaries or airplane landing strips would be allowed on the first floor.

At least not without a public hearing.

"Not that there would ever be a circus on the ground floor...it's just not feasible, because how can you put residents on top of a tent?" joked Connie Chung, head of the housing section in the Regional Planning Department.
