Oct. 2--More than a billboard, an ordinance, a citation, a barrier, a drunk tank or a task force, it takes a community to reshape a drinking culture, said Dorothy Lenard; one generation teaching another.
Lenard co-chairs the city committee charged with completing 19 tasks to lay the groundwork for a more safe, sober La Crosse.
Wednesday's Tribune will assess the community's progress on those 19 recommendations in the years since University of Wisconsin-La Crosse student Jared Dion drowned in the Mississippi River in 2004.
