The 1986 amendments to the Safe Drinking Water Act (SDWA) have spawned a number of new regulations. These regulations, to some extent, have competing water quality objectives that approach the limits of present conventional treatment technologies. The Surface Water Treatment Rule (SWTR) and proposed Enhanced Surface Water Treatment Rule require increased removal and inactivation of microbial contaminants from surface waters. On the other hand, the Total Coliform Rule establishes more stringent standards and monitoring requirements in water distribution systems.
