County defers ban on begging.

Oct. 9--DURHAM -- The county's ban on panhandling is officially off the table -- at least for now.

The four county commissioners on hand Monday night voted to defer the ordinance to the joint city-county committee, since the vast majority of panhandlers operate within city limits.

"I think it's pretty obvious that most of the panhandlers are not out in the county," said Commissioner Becky Heron. "I am not sure what effect this will have if we approve it."

Also driving the move to defer the ordinance was the absence of Commissioner Lewis Cheek, the most vocal proponent of the ban.
