Oct. 10--On Friday, President Bush repeated the declaration -- "This government does not torture people." He did so in the wake of a report in the New York Times last week revealing that the Justice Department's Office of Legal Counsel issued two secret memos in 2005 authorizing the CIA to use such interrogation techniques as head-slapping, simulated drowning and frigid temperatures. The president may have convinced himself that these practices are not torture. The international community disagrees, and so have previous American administrations.
