A year ago, no one quite knew what to do after North Korea tested a small nuclear bomb. The explosion barely registered as a seismic event, but world diplomats were rattled into action.

Twelve months later, North Korean leader Kim Jong Il is impatient about the pace of progress at the Kaesong Industrial Complex with South Korea, and approved use of banned Internet at the site.
