Governor's focus turns to health care: He outlines proposal on same day water bond plan withers.

Oct. 10--SACRAMENTO -- With hopes for a legislative solution to California's water supply problems slipping away, Gov. Arnold Schwarzenegger turned Tuesday to the other tough topic of this fall's special session: health care.

Schwarzenegger has now put in writing many of the proposals he'd been talking about all year; he said Assembly Speaker Fabian Nunez had asked for the plan to be written in legislative form as a way to bring negotiations closer to a deal.

The biggest beneficiaries of the governor's proposal are working-class Californians, who would get either subsidized health care -- or, if they earn no more than $34,300 and pay more than 5 ...
