SAN JOSE, Calif.--Jun. 4--Your monthly phone bill is Pacific Bell's ticket to the future. California's dominant telephone company, with nearly 10 million local phone customers, is "milking its monopoly" to finance its bold and risky plans to triumph in the state's growing communication-information- entertainment economy, critics say.
That's why the company is going all out to influence the rules that are being developed to open its monopoly to competition. The California Public Utilities Commission, which is scheduled to issue rules this month, will hold its first hearing on Friday.
