LOS ANGELES _ Gov. Pete Wilson opened fire on affirmative action Thursday, igniting a spectacular fireworks display but inflicting few serious wounds on the intricate network of government efforts to help women and minorities.
With 19 television cameras recording every pen stroke, Wilson signed a long-expected executive order to dismantle affirmative-action programs created by three predecessors and other top state administrators.
But Wilson's actions _ the emotional cornerstone of his bid for the presidency _ leave untouched a much larger framework of state and federal law to help women and minorities win jobs, contracts and school admission.
