A STRICTER dog licensing system is needed to make dog owners more responsible, chairman of the Staffie Welfare Group Paul Fisher has said.
It comes after Isle of Man Newspapers reported last week how two Staffordshire bull terriers attacked a woman's small dog while out for a walk in the south of the Island.

The pet was left unable to walk after muscles in its back legs were damaged and it suffered puncture wounds over its body and neck.
