Since it was first brought to the Senate floor in July, the defense authorization bill for fiscal year 2008 has faced a number of hurdles and controversies over the war in Iraq.

Yesterday, the Senate approved an amendment regarding hate crimes that represents another in a list of provisions prompting the president to threaten to veto the bill that would authorize defense spending.

Dana Perino, White House Secretary, stopped short of saying that this amendment specifically would cause a veto but said the administration's position had been consistent.
