AWWW, HE'S NOT GONNA RUN FOR PRESIDENT," PHIL Gramm said on the morning of the day that 150 journalists took off on Newt Gingrich's wild moose chase in New Hampshire, while only one--your humble servant--followed the Texas senator south toward home for a weekend of fund raising, constituent-stroking and (perhaps) some quiet wound-licking. "That's just a waste of time," he scoffed. "There's only one true conservative who can be elected president in 1996 and that's me. In the end, people committed to reducing the size of government will see that it won't change anything if they elect Bob Dole - her just go and cut deals with the Democrats - and the'll support me."
