According to the 1999 Surgeon General's Report on Mental Health (1) and the 2000 Report of the Surgeon General's Conference on Children's Mental Health, (2) 1 in 5 children and adolescents have emotional or behavioral problems sufficient to warrant a mental health diagnosis. In addition to those with diagnosable disorders, many young people, especially those living in urban areas, also experience psychosocial problems as a result of the difficult living conditions associated with poverty.
