Debt issuers in Colorado remain confused about their status under the state's debt-limiting Amendment 1 despite a court ruling in May that paved the way for permanent financing of a Denver highway project. Issuers who studied the three-year-old constitutional amendment said last week they expect more litigation and more legislation - and possibly another referendum - to clarify the meaning of the law for housing, health care, and urban renewal authorities that have an ambiguous status under the law.
