The stage is being set for what European and African leaders hope is a controlled explosion at the second European Union-Africa summit in Lisbon on December 8 and 9.
The meeting has been postponed for four years because the Europeans refused to waive their travel ban on Zimbabwean President Robert Mugabe to allow him to attend. African leaders refused to attend unless Mugabe was allowed to. So the summit did not happen.
But now the EU has relented. Fearful that the wider inter-continental relationship has been hijacked by the Zimbabwe dispute, they are now prepared to admit Mugabe.
