Faced with growing housing backlogs in the city, the council's housing department is also battling a staffing shortage, having lost 150 employees since May last year.
Ideally the housing department should have a staff complement of around 781, but it is functioning with about 630.
On average, nine employees leave the department every month, according to executive director for housing Hans Smit.
Last month the Cape Argus reported that the city had lost four of its senior housing managers since June, including its most senior director, Seth Maqetuka, who was responsible for strategy, support and co-ordination.
