THE Bosnian government's military offensive around its capital, Sarajevo, has halted. The city remains under siege. But the attacks of June 15th-16th were intended to test the strength of the Bosnian Serbs' defences and to threaten their supply routes, not to lift the siege in one fell swoop. The government apparently plans more such thrusts, and hopes to lift the siege before the bad weather begins in the autumn.

That may be optimistic. True, in the past few months, for the first time since the Bosnian war began 38 months ago, the mainly Muslim government army has had the initiative. Its numbers and morale have grown, while those of the Bosnian Serbs have shrunk. ...
