Rushton behind a microphone in an empty hallway at City Hall, holding a "press conference." He is announcing that he'll request a recount by hand of the votes cast for mayor in the Nov. 6 municipal elections. The photo shows only two people in the distant background, neither of them paying attention to the speaker.
