When President Jimmy Carter came to town in late October for a weeklong Habitat for Humanity project in South Los Angeles, the city's Housing Department encouraged employees to volunteer.
And 31 department employees responded to the challenge, "volunteering" during regular work hours on the project for full pay.
In addition, some 14 employees in Councilwoman Janice Hahn's office volunteered half or one full workday at the San Pedro project site.
It's unclear whether even more city employees used staff time to "volunteer" on the project because there was no central clearinghouse that kept ...
