Dow Chemical has agreed to an EPA consent order under which it must begin an emergency cleanup of a previously unknown dioxin "hot spot" in the Saginaw River, downstream from its Midland, MI chemical facility. Dredging of dioxin- contaminated sediments must be completed by December 15, EPA says.
