THE Senate's failure to act on the new farm bill may spell the end of debate on the bill this year. Action ground to a halt Nov. 16 when a motion requiring 60 votes to move into debate on farm bill amendments failed 55-42.
It is unclear if the Senate, still facing work on a raft of other undone bills, will return to the farm bill in the session between the Thanksgiving and Christmas holidays. With the Iowa caucuses and other key primaries in January and February, the outlook is bleak for action on the bill early next year.
