ATLANTA--July 11--United Parcel Service has signed a five-year contract with JC Penney worth an estimated $1 billion, the largest in its 89-year history.

Separately, the Atlanta-based carrier announced the cancellation of all ground services to Mexico, effective July 31, citing burdensome customs and regulatory practices by the Mexican government.

In the JC Penney's deal, UPS will be its preferred carrier, which means the retail company will use UPS for nearly all its small package air deliveries and some ground shipments as well.

This contract supersedes a current year-old agreement worth an estimated $160 million over three years.
