WILL Helmut Kohl rule Germany until he drops? Judging by the state of the opposition Social Democrats, he may have to. After 13 years in government, Chancellor Kohl's conservatives might be expected to have a worn look,
is the left that looks exhausted. Though the Social Democrats know they must do something exceptional to dislodge Mr Kohl, their leader, Rudolf Scharping, manages to remain thoroughly ordinary. A new political alliance with Germany's bounding Greens in North Rhine-Westphalia, Germany's biggest state, could just as easily drag the Social Democrats down as lift them up. Not surprisingly, the fight to replace Mr Scharping is on.
